DIRECTOR OF HUMAN RESOURCES
QUALIFICATIONS: Bachelor’s
Degree from an accredited 4 year college or university in related
field. Experience in all aspects of Human Resources administration
along with 5 + years in a supervisory capacity including 7 years
plus as lead Human Resources Professional. General knowledge of
principles and practices of human resources management. Labor
relations experience. Skilled in conflict resolution both directly
and in coaching others. The ability to apply and adapt practices and
techniques to special requirements of programs. Effectively
communicate in oral and written form. Advanced degree preferred or
SPHR Certification.
REPORTS TO: President &
CEO
POSITIONS SUPERVISED: Human
Resources Manager, and Benefits Manager.
SUMMARY: Responsible
for administration of all aspects of Human Resources for The Agency.
Oversee benefits administration, staffing, employee relations, labor
relations, workers compensation, unemployment compensation, and all
legal and regulatory compliance.
DUTIES: The Director of Human Resources will direct and ensure the
efficient administration and management of all Agency human
resources functions, including recruiting, benefits administration,
labor relations and compliance with state and federal employment
requirements.
Primary responsibilities:
• Coordinate
Agency’s recruiting, hiring and orientation program. Oversee
compliance and consistency with all pre and post background checks,
education and licensure certifications.
• Provide full cycle
recruiting support for Management openings. Complete new hire
paperwork Sets up and conducts interviews and benefit reviews with
Management candidates.
• Responsible for negotiating annual
health insurance renewal. Supervise and oversee benefit
administration and communications.
• Lead Collective
Bargaining Unit negotiations for Agency. Maintain cooperative and
beneficial relationship with Union. Coordinate all grievances and
arbitrations. Make recommendations to managers and President.
• Maintain knowledge of industry trends and employment
legislation and insure Agency's compliance, with federal and state
legislation pertaining to all employment related matters.
•
Recommend changes in personnel policies to VP Group. Write new
Agency policies and update and revise existing policies as
appropriate. Communicate and educate staff and management on all
personnel policies and procedures and insure proper compliance is
followed.
• Act as internal consultant to management
regarding policies, procedures, and labor relations issues.
•
Plan Administrator for both 401k and 403b plans. Review plans on an
annual basis and make recommendations for changes. Ensure plan
updates in accordance with all state and federal regulations.
• Respond to all questions and/or requests by Department of
Human Rights, EEOC, Department of Employment Security and other
governmental agencies. Represent the Agency at hearings.

Supervise human resources staff assigning and directing work and
provide performance feedback.
• Administers Agency Ethics
program and responds to all submissions. Communicate issues and
trends to VP Group. Introduce and review program at New Staff
Training.
• Respond to all unemployment claims for Anixter
employees, respite program, janitorial and industrial service
program. Represent Agency at hearings and prep managers and
testifying witnesses.
• Supervise benefits manager
coordination of workers compensation program and represent Agency at
hearings. Prepare testifying witnesses.
• Prepare and
facilitate training as needed on new policies, procedures, and staff
and management development programs. Participate in New Staff
training.
• Responsible for ensuring compliance with all
state and federal filing and posting requirements, such as EEO-1,
OSHA logs, 5500 plans, labor and employment posters, etc.

Maintain and audit all personnel files and employment documents to
ensure compliance with state, federal, and program specific
requirements and regulations.
• Special projects as assigned
by President.
